The subdivision is approved and getting signatures. The price reflects the cost of the approved land that is unimproved. If a buyer would like the improvements done and utilities stubbed to the property then the seller will add that cost plus profit into the price and can be arranged. At the current price, it is contemplated that the buyer and/or buyers (of the two vacant lots to be added into the subdivision) will put up all escrows or letter of credit necessary and required by the city to perform the improvements so the plat can be recorded and a unique tax ID to be created.
