The Smoky Hill Trail stage stops emerged mid-1800s; Kiowa was settled in 1859 as the "Middle Kiowa" stage stop on Butterfield Overland Dispatch. Elbert County was formed February 1874 from Douglas County portions and was named for Territorial Governor Samuel H. Elbert and Kiowa became county seat.
